A foreign degree used in the UAE normally follows an issuing-country certification sequence, UAE embassy or consulate attestation, and UAE MoFA attestation. Legal translation and qualification recognition may also be required, but they are separate processes. The correct route depends on where the degree was issued, whether it is an original digital or paper record, and what the employer or authority requests.
Important: Country procedures and UAE recipient requirements differ. Do not order attestation, translation or recognition before confirming the final use.
Attested academic records can be requested for:
Attestation verifies official signatures and seals. It does not prove that a qualification meets a particular occupation, licensing or immigration criterion.
| Process | Main question answered | Typical authority | Output |
|---|---|---|---|
| Attestation | Are the signatures and seals authentic? | Issuing-country authorities, UAE mission and MoFA | Attested document |
| Legal translation | Is there an authorised translation? | Licensed legal translator | Certified translated version |
| Recognition/equivalency | Is the foreign qualification recognised for the stated UAE purpose? | Competent UAE education authority | Recognition or equivalency result |
| Professional licensing | May the person practise the regulated profession? | Health, education or sector regulator | Professional licence or approval |
An attested degree can still require recognition. A recognition result does not replace every attestation or professional-licensing requirement.
The route commonly begins with:
The exact order depends on the country. Some authorities require the original degree, transcript, verification letter or proof of study mode. Others use electronic verification.
Do not assume that a degree issued in one country can be processed through the authorities of the applicant's nationality or residence country.
After the required issuing-country certifications, the UAE mission verifies the preceding signatures and seals. The document can then proceed to UAE MoFA attestation for use in the UAE.
MoFA's current general service accepts an original in Arabic or English, or a legal translation, and requires prior certification by relevant authorities. Eligible UAE-issued digital documents have a digital route, but a foreign paper degree does not become digitally eligible merely because it was scanned (MoFA).
Use the full MoFA attestation guide for current digital, courier, fee and submission controls.
The receiving authority may require Arabic or English. If translation is needed, use a legal translator accepted for the transaction and keep the translation paired with the correct attested original.
Check:
Use lawful name-linking documents or corrections. Do not alter a certificate or translation informally.
For employment, the degree may support occupational classification, work permits or professional licensing. The licence or employer determines which qualification and recognition evidence applies.
For Golden Visa skilled-professional applications, evidence must align across the degree, employment contract, occupation and salary records. GDRFA Dubai currently requires at least a bachelor's degree for its published skilled-worker route and requests recognition for foreign university qualifications (GDRFA Dubai).
Review the Golden Visa guide for salaried professionals and document checklist. Attestation alone does not establish eligibility.
No. Recognition or equivalency is a separate assessment.
Requirements differ by country and receiving authority. Confirm whether an original, digitally verifiable record or another authorised version is accepted.
The correct sequence depends on the route and recipient. Confirm it before ordering the translation.
