Vanuatu citizenship at a glance
The starting figures and practical conditions to consider together.
An indicative planning range, rather than a guaranteed completion date. Documents, screening and passport appointments affect timing.
A spouse and qualifying dependants may apply with you, subject to age, relationship and dependency rules.
The route does not require you to make Vanuatu your home. In-person biometric enrolment is a separate passport step.
Contribution routes to Vanuatu citizenship
Begin with the DSP contribution. Any alternative fund proposal needs its own current approval, pricing and terms checked.
The DSP involves a non-refundable contribution. It does not leave you with property to sell or capital to recover.
- Single applicant: USD 130,000
- Married couple: USD 150,000
- Couple with one child: USD 165,000
- Couple with two children: USD 180,000
- Each additional applicant: USD 10,000
- FIU due diligence fee: USD 5,000
The Citizenship Office also lists the Capital Investment Immigration Plan. A fund arrangement should be assessed on its own documents rather than treated as another name for the DSP.
- Confirm that the route and agent are currently approved
- Obtain a written family quotation
- Separate contributions from any investment component
- Check holding periods, charges and exit conditions
What a Vanuatu passport can offer
Vanuatu offers a Pacific citizenship option for applicants who prefer a contribution route without a long residence period. Vanuatu recognises dual citizenship; retaining your present nationality also depends on the law of your own country.
Travel benefits should be measured against your actual destinations. The EU ended Vanuatu’s visa exemption in December 2024, and the UK has required visas for Vanuatu nationals since July 2023. A Vanuatu passport does not provide visa-free Schengen or UK travel.
Check destination rules before booking. The EU decision and UK guidance explain these limits. A second citizenship also does not, by itself, determine your tax residence.

Compare short-visit routes for an ordinary Vanuatu passport. An eVisa is not visa-free entry: approval is required before travel, and some applications need an invitation or sponsor. Some destinations offer both arrival and electronic visas.
Obtain eTAs before departure. Arrival visas depend on the entry point and documents. Thailand requires an advance visa. Belarus exempts designated airport arrivals, excluding flights to/from Russia.
The Schengen Area and UK require visas. This is a reviewed selection, not a global visa-free total. Recheck destination and transit rules before booking. Reviewed: 23 October 2026.

Who can apply for Vanuatu citizenship?
Eligibility is reviewed before an application is filed or a contribution is committed.
The main applicant must be at least 18. Nationality and residence history should be checked against the applicable programme rules.
Criminal records, identity and relevant personal history are examined. Government clearance is required.
Provide evidence of the origin and availability of the money, supported by financial records.
Current passports, civil records and the required health documentation form part of the application file.
Each dependant needs evidence of relationship and eligibility. Adult children and parents require particular attention.
Disclose previous refusals and other relevant matters so that the file can be assessed accurately.
The Vanuatu citizenship application process
Five stages, with the government responsible for the decision and the passport authority responsible for issuance.

Assess your nationality, family and objectives; confirm the route, designated agent and budget.
Step 1 Initial review -
02

Step 3 Official review -
04
Approval and contribution
Follow the written approval and payment instructions, retain transfer evidence and complete the applicable oath formalities.
Step 4 On approval -
05
Biometrics and passport
Attend the required biometric appointment at an approved location, then complete certificate and passport arrangements. Confirm the available location before making travel plans.
Step 5 Issuance
Is Vanuatu the right citizenship route for you?
Discuss your family, travel priorities and budget with Capitals28. We can help organise the eligibility review, documents and coordination with the designated agent.
Budget beyond the qualifying contribution
Request an itemised quotation for your whole family, including the payment stages and refund terms.
Screening and application charges sit alongside the qualifying amount. Confirm the current charges for every person included.
Allow for police records, medical documents, translations and legalisation where required.
Certificate, passport and biometric arrangements may create separate costs, including travel to an approved location.
Ask for advisory, agent, transfer and other administrative charges to be identified before you proceed.
Vanuatu citizenship: common questions
Costs, family eligibility, travel requirements and what happens after approval.
How much does Vanuatu citizenship by investment cost?
The published DSP starting amount is USD 130,000 for one applicant. Family pricing is shown above; each additional applicant adds USD 10,000, and the FIU due diligence fee is USD 5,000. Screening, filing, passport, document and professional expenses must also be budgeted. Consult the Citizenship Office’s fee schedule and request a current, itemised quote.
How long does the process take?
Applications are often planned over roughly two to four months. This is an estimate: document preparation, government checks and biometric appointments can extend the overall timetable.
Can I complete everything without attending an appointment?
Plan for in-person biometric enrolment for the passport. This is separate from the absence of a residence requirement. Confirm the approved centre and applicable oath arrangements for your case; do not assume the entire process can be completed remotely.
Does the passport allow visa-free travel to the UK or Schengen area?
No. The EU removed Vanuatu’s visa exemption in December 2024, and the UK imposed a visa requirement in July 2023. Check the entry rules for each destination and purpose of travel.
Can my spouse, children or parents be included?
A spouse and eligible dependants may qualify. Relationship, age and financial dependency conditions differ by category, so confirm each family member’s eligibility and cost before filing.
Do I have to give up my existing nationality?
Vanuatu recognises dual citizenship. Your existing country may apply different rules or notification duties, so retaining that nationality needs to be checked separately.
Is the DSP contribution refundable?
The DSP is a non-refundable contribution, rather than an asset purchase. Ask separately about the treatment of screening, administrative and professional fees if an application is withdrawn or refused.
Are fund investments the same as the DSP?
No. Alternative approved structures have their own legal and commercial terms. Confirm current availability, the qualifying payment, any investment element and exit conditions. An advertised return is not a guaranteed repayment.
