Global Structuring

For a larger family comparing Antigua and Barbuda UWI Fund vs NDF, the contribution advertised for each route is only the starting point. Processing, due diligence and passport charges must be compared on the same basis before deciding which option fits.

The University of the West Indies Fund is designed for applications containing at least six people. The National Development Fund also accommodates smaller applications. For a qualifying family of six or seven, the published contribution and processing structure can make UWI less expensive, while eligibility and application checks still apply.

Two contribution routes with different purposes

The National Development Fund supports government-sponsored projects and approved initiatives. Its minimum contribution is US$230,000 per application, with processing fees added according to the family size.

The UWI Fund finances the university's fourth landed campus. For a family of six, the US$260,000 contribution includes processing fees. Each additional dependant adds US$10,000 in processing.

Both are contribution pathways. Do not assess them as if they provide a property that can later be sold or an investment portfolio with an expected return. Compare the financial commitment with your family's citizenship objectives.

Who counts towards a family of six?

UWI requires at least six eligible applicants in one application. The principal applicant counts towards that total. A principal applicant, spouse and four qualifying children would therefore form a six-person application.

The CIU's dependant categories include specified children, parents, grandparents and unmarried siblings, with relationship and dependency conditions where applicable. Being part of the wider family does not automatically establish eligibility.

Prepare a family list showing each person's relationship, age and financial position before calculating the contribution. If a proposed relative cannot qualify, the revised group may fall below UWI's minimum. Do not include someone merely to reach six people.

Compare contribution and processing fees first

The CIU's September 2024 programme brochure sets out the family processing structure. Under NDF, processing is US$20,000 for up to four people, plus US$10,000 for each additional dependant. The figures below are in US dollars.

Published componentSix-person familySeven-person family
NDF contribution$230,000$230,000
NDF processing$40,000$50,000
NDF contribution plus processing$270,000$280,000
UWI contribution including processing$260,000$270,000
Difference on these components$10,000 lower with UWI$10,000 lower with UWI

For seven people, the UWI figure includes the US$10,000 charge for the seventh applicant. Neither route's figure in this table includes due diligence or passports. Family size determines processing; ages affect the additional due diligence calculation.

Sample budgets for six and seven applicants

Consider a self-funded principal applicant, spouse and four eligible dependent children aged 6, 9, 13 and 17. Using the CIU fee schedule, due diligence is US$8,500 for the principal applicant, US$5,000 for the spouse and US$2,000 for each child aged 12 to 17. There is no due diligence fee for the two children under 12.

That produces US$17,500 in due diligence charges. Passports add US$300 per person. For the seven-person example, add another eligible dependent child aged 3; the due diligence total remains the same while the processing and passport charges increase.

Published componentSix-person familySeven-person family
Due diligence$17,500$17,500
Passports$1,800$2,100
NDF subtotal including contribution and processing$289,300$299,600
UWI subtotal including contribution and processing$279,300$289,600

These are illustrative calculations for the stated family profiles. They are not quotations or complete application budgets. An adult dependant, benefactor or different age profile can change the charges.

What is excluded from those subtotals?

Processing included does not mean every cost is included. Add professional and agent fees, medical examinations, police records, translations, certification, legalisation, courier and banking costs as applicable. Include any applicable interview or enhanced due diligence charges and the family's travel plans.

The 2024 amendment regulations separate processing, due diligence and other fees. Ask for an itemised quotation showing government charges separately from professional services and third-party expenses.

Keep a contingency for additional document requests. A comparison remains useful only if both quotations cover the same people, services and assumptions. An apparently cheaper package may simply leave more expenses outside its headline price.

What does the UWI scholarship actually cover?

The official UWI option provides one year of tuition-only scholarship for one family member. This is an additional feature of the route, rather than funding for every applicant or an entire multi-year degree.

Do not count accommodation, living expenses, flights or other study costs as covered by tuition-only wording. Before assigning a value to the benefit, confirm the eligible student, course, timing and redemption procedure with the relevant institution through the appropriate channel.

University admission and the citizenship application should be planned separately. If nobody in the family intends to use the scholarship, compare the contribution and processing figures without assigning it a hypothetical cash value.

Check the payment sequence and application process

Under the published NDF process, due diligence fees and 10% of government processing are paid at submission. The balance of processing, passport fees and contribution follow approval. The UWI page states that full due diligence is paid at submission, with the contribution and passport fees requested following approval.

The CIU's application guidance uses a licensed agent in Antigua and Barbuda to review and submit the file and communicate with the Unit. Further information or an interview may be required. Confirm the written payment instructions for your application before transferring funds.

A lower-cost contribution route does not remove the eligibility assessment or due diligence. Neither the budget nor payment guarantees citizenship approval.

Which route fits your family's plan?

For the six- and seven-person examples, UWI has a US$10,000 advantage on contribution and processing. NDF remains a route to assess where the application contains fewer than six eligible people or where the family prefers its structure.

Start with eligibility, then compare an itemised budget and the practical value of any education benefit. Our Antigua and Barbuda citizenship service provides the programme overview.
