Global Structuring

Having enough money for a citizenship investment does not, by itself, explain where that money came from. Applicants need a clear account of how the funds were earned or received, supported by records connecting the original source to the money available for the application.

This guide explains citizenship by investment source of funds preparation, including salary, business distributions, property sales, inheritance and family funding. The examples are a preparation framework: the receiving programme and its Authorised Agent determine the documents and funding arrangements accepted for an individual application.

Source of funds vs source of wealth: what is the difference?

Source of funds concerns the particular money being used for the investment. Source of wealth concerns how the applicant accumulated their wider assets over time. A successful business owner might explain overall wealth through years of business ownership, while funding the application from one documented dividend.

The distinction is explained in FATF's financial due diligence guidance, paragraphs 87–88. Its discussion of fund provenance goes beyond identifying the bank that sent a transfer. The guidance concerns financial due diligence for politically exposed persons; it is not a citizenship programme's document checklist.

For practical preparation, answer both questions: how was your wealth built, and which part of it will pay for this application?

Which records help explain different sources of money?

Build the evidence around the actual transaction rather than collecting unrelated documents. The following examples show records to discuss with the Authorised Agent, not documents that every programme invariably requires:

Proposed sourceRecords to discussConnection to establish
Salary savingsEmployment evidence, payslips, bank and relevant tax recordsEarnings accumulated into the available savings
Business distributionsOwnership records, accounts, distribution approval and payment evidenceCompany income lawfully became the applicant's money
Property saleOwnership, sale and completion records, plus bank receiptsNet proceeds received by the seller
InheritanceEstate or probate records, entitlement and distribution evidenceFunds passed from the estate to the beneficiary
Gift or sponsorshipRelationship, funding terms, donor finances and transfer recordsAn accepted funding arrangement and its underlying source

Keep an index linking each explanation to its supporting documents. Where money passed through several accounts, preserve the connecting statements.

How should salary and business income be documented?

For salary savings, connect the employment history, earnings and accumulation of savings. An employer letter can establish employment, but the figures should also make sense alongside the account history and other relevant records.

For business income, separate company turnover, company profit and money personally received. Owning a profitable company does not establish that every balance in its accounts is available to fund the owner's application.

If a dividend is the proposed source, prepare evidence of ownership, the distribution and its receipt. If the payment is instead salary, a shareholder loan repayment or proceeds from selling shares, describe it accurately and provide the corresponding records.

Dominica's 2025 application process guide illustrates the wider financial file: it lists employment evidence or financial statements, twelve months of bank statements and a notarised source-of-funds affidavit.

What changes when funds come from a sale or inheritance?

A sale agreement explains an agreed price. The financial file should also show completion, who was entitled to the proceeds, and what actually arrived after liabilities and costs.

For example, a property sold for USD 300,000 might involve USD 90,000 mortgage repayment and USD 10,000 in closing deductions. The resulting USD 200,000 is the amount to reconcile with the seller's receipt. This is an illustration of the evidence trail, not a statement that this sum meets any programme's total budget.

For inheritance, connect the estate documents, the applicant's entitlement and the distribution into their account. If proceeds were reinvested before being withdrawn, include that intermediate stage. Explain any difference between the headline asset value and the funds now available.

Can a parent or another family member provide the money?

Do not assume that every programme accepts the same donors or sponsorship arrangements. Confirm who may fund the application, what relationship evidence is needed and whether the donor must undergo separate checks.

St. Kitts and Nevis provides a useful specific example. The CIU's 9 April 2026 programme explanation describes applications financially sponsored by a parent or child. It identifies additional sponsor records, including relationship and address evidence, employment or business documentation, twelve months of bank statements and a bank reference. Sponsors are also subject to due diligence and associated fees.

A gift for a citizenship investment should explain both the transfer and how the donor obtained the money. A gift declaration alone does not replace the underlying evidence. If repayment is expected, disclose that arrangement rather than describing it as an unconditional gift.

Why is a bank statement not always enough?

A statement can show that money arrived and remains in an account. It may not explain the economic event behind the credit. An incoming transfer marked with a relative's name, for example, leaves the donor's source and the funding terms unresolved.

Dominica's official document list separately identifies source-of-funds records, a bank reference letter, bank statements and a notarised affidavit. These serve different purposes; one should not automatically be treated as a replacement for the others.

Reconcile dates, currencies, account holders and transfer references. Explain differences caused by conversion, charges or staged payments, using records rather than unsupported estimates.

Which requirements vary between programmes?

Check statement periods, document certification, translation, donor eligibility, forms and payment instructions for the selected route. Dominica's document list requires translation and certification formalities for relevant non-English documents. Do not carry one country's checklist into another application unchanged.

The St. Kitts and Nevis 2024 Regulations expressly address insufficient proof of the source of investment funds and false or concealed application information. A clear file therefore needs both supporting records and accurate disclosure.

Where a record is unavailable, tell the Authorised Agent early and ask what alternative evidence can be considered. Additional paperwork does not guarantee approval, but unresolved gaps should not be hidden behind a large account balance.

How can you prepare a coherent financial file?

  1. Identify the programme, investment route and full amount to be funded.
  2. Write a short chronology of wealth creation and the proposed investment funds.
  3. Match each material event to contracts, financial records and bank entries.
  4. Disclose gifts, sponsors, loans and intermediate accounts accurately.
  5. Confirm certification, translation and document timing with the Authorised Agent.
  6. Resolve discrepancies before submission and follow the approved payment instructions.

Our citizenship services can help you compare routes and organise the preparation discussion. The Dominica programme page provides an example of the wider investment options. Formal submission and programme-specific document requirements should be coordinated with the relevant government-authorised agent.
