Global Structuring

Latvia investor residence planning changed in September 2026. If your file still refers to annual registration or a five-year investment permit, check which rules apply before arranging your next appointment. The useful starting point is your original residence decision, the investment basis and the dates on your current card.

Has Latvia abolished annual permit registration?

Annual registration of temporary residence permits has been abolished under the Immigration Law effective from 15 September 2026. PMLP, Latvia’s Office of Citizenship and Migration Affairs, explains the change in its announcement on the new immigration rules. Repeat temporary-permit applications must now be submitted in Latvian.

This is also a change to the investment landscape: new applications based on property purchases or subordinated bank liabilities are no longer available. A new state-fund investment provision exists in law, but PMLP said the required fund had not yet been established when it announced the changes.

What term applies to company investors?

Under Article 27(1)(10) of the current Immigration Law, qualifying company-investment permits run for up to two years. Ongoing investment and company tax conditions still apply. Removing annual registration does not remove those conditions.

Before investing, ask for a written explanation of who will monitor the company’s compliance and how supporting records will be provided. Keep immigration deadlines separate from commercial forecasts: an attractive business plan is not a substitute for a complete permit file.

What happens to permits issued before the change?

Transitional provisions 6–10 preserve older temporary permits until their registration deadline, or expiry where no registration deadline exists. Continuing residence then requires a repeat application. Eligible existing property and subordinated-bank investors may obtain up to five further years under specific conditions, including applying while their permit remains valid, retaining the qualifying investment and making the applicable payment. See the law’s published transitional provisions.

For example, treat an annual registration date printed on an older document as a prompt to review the transition procedure. Do not simply delete it from your calendar because a general guide says annual registration has ended.

Which dates should an investor track?

Article 29 generally treats an application within 90 days after expiry as a repeat application. This is not a 90-day extension of permission to stay. The property and bank transition above has its own in-validity filing condition.

Build your working calendar around three separate questions: when does the existing document stop being valid, when can the correct application be submitted, and when will a replacement document be available? Allow additional time for translation and for obtaining evidence from banks, companies or family members.

A practical renewal preparation checklist

Use the following as a preparation list, then confirm the actual document requirements for your case with PMLP:

  1. Collect the original approval decision, current residence card and passport; note every date shown on them.
  2. Identify the exact legal basis of the existing permit, including any transitional provision relevant to it.
  3. Request an up-to-date review of the investment evidence and any company compliance records needed for that basis.
  4. Arrange Latvian-language documents and check translation requirements before paying for translations.
  5. Confirm the applicable state payments, submission channel and any appointment or biometric requirements.
  6. Check each family member’s document and expiry date separately, especially where a child’s circumstances have changed.

Start with the existing decision, not an old marketing brochure. Keeping one dated file for the family makes it easier to spot missing documents and assign responsibility for obtaining them.

Does renewal lead automatically to permanent residence?

No. The new framework retains EU long-term resident status as the permanent-residence category. PMLP states that at least five years’ temporary residence is required; this is not an automatic upgrade after holding an investment for five years. Assess actual residence and the remaining eligibility requirements separately.

Plan the next application around your own file

Someone considering a new investment and someone approaching a deadline on an older property permit need different advice. A useful review should end with a written action list: the applicable route, the next filing date, the evidence to obtain and the costs to confirm.
