Saint Lucia citizenship by investment cost depends on both the route and the people included. The National Economic Fund contribution and approved real estate investment have different fees, ownership outcomes and ongoing responsibilities. This comparison uses the rules in place in January 2026 to show how a single applicant, a couple and a family can compare the identified costs before requesting a complete quotation.
What are the minimum donation and real estate investments?
The National Economic Fund contribution starts at US$240,000 for an applicant with up to three qualifying dependants. An investment in an approved real estate project starts at US$300,000, plus applicable administration fees.
These amounts come from the July 2024 amendment regulations, effective from 1 July 2024. Older figures of US$100,000 for the Fund or US$200,000 for property should not be used for a new January 2026 comparison.
The Fund payment is a non-refundable contribution. The property route creates an investment interest whose value, income and eventual sale depend on the asset and its terms. An ordinary property purchase does not automatically qualify for citizenship.
Which government charges change between the two routes?
The December 2023 amendment sets principal-applicant due diligence at US$8,000. The dependent charge remains US$5,000 for each qualifying dependant over sixteen under the statutory schedule. The examples below use adults and children aged eight and twelve to avoid an age-boundary assumption.
For the Fund route, processing is US$2,000 for the main applicant and US$1,000 per dependant. Property administration is US$30,000 for one applicant, US$45,000 for an applicant with a spouse, and US$5,000 for each additional child under eighteen in these examples.
Importantly, the 2019 amendment excludes approved-real-estate applicants from the ordinary processing-fee line. The property calculations follow that wording. Ask an adviser to explain the basis of any separate processing charge in their quotation.
What does a single applicant, couple or family budget?
The following Saint Lucia citizenship cost comparison combines the qualifying investment, statutory due diligence, property administration and Fund processing charges. All applicants are included from the start, rather than added after citizenship.
| Applicants | Fund subtotal (USD) | Approved property subtotal (USD) |
|---|---|---|
| One adult | $250,000 | $338,000 |
| Applicant and adult spouse | $256,000 | $358,000 |
| Two adults and children aged 8 and 12 | $258,000 | $368,000 |
For the family of four, Fund processing totals US$5,000 and due diligence US$13,000. The property illustration instead adds US$55,000 in administration fees and US$13,000 due diligence to the US$300,000 investment.
These are identified-cost subtotals, not all-inclusive quotations. They exclude professional services, passport and certificate charges, document work, medical examinations, bank charges, separately applicable verification expenses and property transaction or ongoing costs. Confirm the scope of any interview charge to avoid counting an included item twice.
Does investing in property mean you recover the citizenship cost?
Potential sale proceeds are different from a guaranteed refund. The programme regulations restrict sale or transfer of the qualifying real estate investment for at least five years after citizenship is granted. That clock does not start with the initial consultation or reservation payment.
A five-year property holding period also creates exposure to maintenance, management and market conditions. Ask what you own, who controls its operation, how income is calculated and whether a promised buyback is enforceable.
Expiry of the restriction does not guarantee a purchaser or a sale price equal to your investment. The administration and due diligence fees remain expenses even if the asset is eventually sold.
Which property checks matter before signing?
Confirm the exact project's approval and the legal interest being offered. The programme's real estate guidance describes qualifying developments and project assessment. Programme approval should be checked separately from the commercial attractiveness of a particular purchase.
Have an independent lawyer review ownership documents, the purchase contract, payment stages and escrow arrangements. For an unfinished development, examine completion obligations and what happens if construction is delayed.
Request an operating-cost schedule, insurance arrangements, management agreement and resale conditions. A projected rental return should identify assumptions, deductions and who bears a shortfall. Compare net proceeds and obligations, rather than a headline yield alone. Ask whether annual management fees are payable even when no rental income is distributed, and whether any resale commission or transfer charge will reduce the amount you receive on exit. Request written answers rather than relying on a projected return in a brochure.
What other expenses and family requirements need checking?
Request an itemised quotation for each person. Translation, certification, police certificates, medical checks and professional fees can vary with document history and the countries involved. An older child or additional dependant can change both eligibility and charges.
The 2025 amendment Act introduces compliance with prescribed residency and genuine-link requirements from 1 January 2026. Ask the authorised agent to confirm the applicable implementation, evidence and associated arrangements; do not assume that an older no-residence summary settles the question.
Keep these requirements separate from the investment threshold. A family meeting the contribution amount must still satisfy individual eligibility, documentation and screening.
When should payments be made, and what is non-refundable?
The programme's application guidance requires submission through a licensed Authorised Agent. Obtain a schedule showing each recipient, payment stage, refund condition and supporting instruction.
The Fund contribution is not capital held for later repayment. Processing, due diligence and applicable administration charges should also be distinguished from money invested in property. Review any property reservation deposit and contractual refund terms independently.
The programme introduced its interview and identity-verification process in 2023. Allow for screening and requests for further information without treating a payment or an advertised processing time as a guarantee of approval.
How should you choose between donation and real estate?
Use the same household and assumptions in both quotations. The Fund avoids property-management and resale decisions. Property may suit someone prepared to assess a specific asset and accept its longer financial commitment.
