Owning a UAE company does not automatically qualify you for a Golden Visa. The entrepreneur category considers the venture, its performance or approved concept, and the founder's evidence. A trade licence helps establish that the business exists, but does not replace those tests. This guide explains the main UAE Golden Visa routes for entrepreneurs and how to prepare a file that matches the category being assessed.
Does opening a company in Dubai qualify you for a Golden Visa?
A UAE Golden Visa for entrepreneurs requires more than incorporation. The business must fit an eligible entrepreneurial pathway and obtain the relevant approval. A standard consultancy, trading or services licence should not be presented as an automatic entitlement to long-term residence.
The government's announcement of the expanded residence system describes a ten-year Golden Residence category for entrepreneurs. Its eligibility routes concern qualifying business revenue, an approved startup idea or a previous business exit.
Start by identifying which route your evidence supports. If the answer is only that you hold shares in a company, further assessment is needed before you pay for a Golden Visa application.
What are the main entrepreneur eligibility routes?
The following comparison separates three different ways of demonstrating an entrepreneurial track record or an approved new venture.
| Route | Core eligibility basis | Evidence to prepare |
|---|---|---|
| Operating UAE business | Owner or partner in a qualifying registered SME with annual revenue of at least AED 1 million | Business registration, ownership and financial records |
| Approved business concept | Approval from an accredited incubator, the Ministry of Economy or a competent authority to establish the activity | Concept deck and formal approval or nomination |
| Previous business exit | Founder or co-founder of ventures sold for at least AED 7 million in total, subject to authority approval | Founder history and completed sale documentation |
These are alternative starting points, rather than three financial targets every applicant must meet. The relevant authority still assesses the project and supporting documents. Meeting a headline figure does not remove the approval process.
How should an established business demonstrate the revenue test?
The AED 1 million annual revenue threshold concerns the business's revenue. It is not the founder's salary, the company's registered capital or a personal bank balance. Present figures for the relevant legal entity and accounting period consistently.
The Abu Dhabi Residents Office's entrepreneur guidance identifies approved-sector SME status and lists documents for operating ventures, including a trade licence, two years of audited financial statements, a company profile and nomination.
Ask an accountant to reconcile the accounts with underlying records before submission. Explain any mismatch between the trading name, licence holder, shareholder documents and financial statements. Confirm how a young business or group structure will be assessed; do not assume another entity's sales can simply be added to your own.
Can a new startup qualify without existing revenue?
An approved business-concept pathway can be relevant before a venture has an established revenue history. Approval must come from the appropriate incubator or authority. A private pitch competition, informal mentoring arrangement or acceptance of an enquiry is not automatically the required endorsement.
Abu Dhabi's guidance distinguishes this application from an operating-business file: it lists a concept deck, founder profile, incubator nomination and acceptance into an incubator, venture studio or accelerator programme. A trade licence is listed if available.
Some official Golden Visa summaries also describe an innovative-project assessment using an auditor-confirmed project value of AED 500,000. Project value and annual revenue are different measurements. Confirm the particular pathway and its required approvals before commissioning a valuation; that figure is not a universal substitute for the other entrepreneur criteria.
What should founders show after selling a business?
The previous-exit pathway concerns someone who founded or co-founded the venture. Buying shares shortly before a sale should not be assumed to establish the necessary founder history.
Prepare documents connecting your identity, role and company to the completed sale. These may include incorporation records, historic ownership documents, the sale agreement and evidence of completion. Distinguish the agreed sale value from a valuation used during fundraising.
If several transactions are relevant, organise them in a schedule rather than presenting an unexplained total. Ask the assessing authority how deferred payments, partial disposals or foreign-currency transactions should be evidenced. The AED 7 million threshold is not a government application fee.
How does nomination differ from final immigration approval?
Nomination is not final approval. Dubai's GDRFA entrepreneur service identifies a nomination letter among the required documents and states that the immigration authority still evaluates the file.
Confirm the responsible nomination body and submission channel for your emirate. Treat nomination, immigration assessment and residence issuance as distinct stages when planning dates and payments.
Prepare passport and identity documents alongside the business evidence, and arrange the required health insurance. Where family applications are planned, check their document and insurance requirements separately. Do not cancel existing residence or make irreversible relocation arrangements on the assumption that a recommendation guarantees issuance.
Is the company investor route different, and what costs remain?
A Golden Visa for business owners may instead be assessed under an investor category. The federal portal describes a company-capital route involving at least AED 2 million. That capital test differs from an entrepreneur's revenue or approved-project assessment.
Ask the adviser to name the category in writing. A shareholder label, a licence package and an entrepreneur nomination are not interchangeable evidence.
Budget separately for immigration processing, residence issuance, Emirates ID, medical screening, insurance and professional work where applicable. Audit, translation and attestation costs can also arise. Revenue, project value and sale proceeds are eligibility measurements, not prices paid to obtain the visa. Request a stage-by-stage quotation with exclusions and refund terms.
What should you check before starting the application?
Prepare a short assessment pack covering your ownership, venture, financial history, previous exits and intended emirate. Ask which route fits, what evidence is missing and who must approve it.
Our UAE company formation service helps organise the business setup, while our UAE Golden Visa service provides context for the residence application. Planning both together helps ensure that the company documents support the route you intend to pursue.
