The UAE Golden Visa offers eligible skilled professionals a route to long-term residence based on their employment, qualifications and professional standing. Buying property is not a requirement of this category. However, earning a high salary does not, by itself, establish eligibility.
This guide explains the UAE Golden Visa for skilled professionals, including the salary threshold, occupational classification and documents to prepare. It also separates academic recognition from document attestation, two procedures that applicants often confuse.
Who qualifies as a skilled professional?
The specialist route requires UAE employment under a valid contract and work permit, an occupation within the first or second professional level, at least a bachelor's degree or equivalent, and a monthly salary of at least AED 30,000. These core conditions were outlined in the UAE Cabinet's April 2022 announcement.
The Abu Dhabi Residents Office's specialist guidance describes the occupational groups as follows:
| Professional level | Relevant occupational group |
|---|---|
| Level 1 | Managers and business executives |
| Level 2 | Professionals in fields including science, engineering, health, education, business, IT, law and culture |
Check the registered occupation rather than relying on an impressive job title. A title on a business card is not proof of the classification recorded in employment documentation. Regulated professions may also require a valid practising licence.
What is the Golden Visa salary requirement?
The published threshold for this specialist category is AED 30,000 per month. Dubai's GDRFA specialist service also requests evidence of salary transfers over the preceding six months.
When checking UAE Golden Visa salary requirements, distinguish the contractual basic salary from allowances, bonuses and the amount reaching the bank. Do not assume that every component of a compensation package will be accepted towards the threshold. Obtain confirmation of the salary basis used for your application before paying application costs.
For example, a package described as AED 35,000 could contain AED 28,000 basic salary and AED 7,000 allowances. The headline total alone does not establish that the salary test is met. Prepare the breakdown and reconcile it with the contract, salary certificate and bank records.
Degree recognition and attestation are different
Academic recognition checks the qualification's authenticity and the standing of the awarding institution. Ministerial Decree No. 34 of 2025 requires a valid qualification and an institution legally established, licensed and accredited in its home country at the relevant time.
MoHESR's April 2025 recognition update explains this framework for foreign qualifications. Attestation through the Ministry of Foreign Affairs concerns authentication of official seals and signatures; it does not replace academic recognition.
GDRFA distinguishes foreign qualifications requiring a recognition report from qualifications awarded inside the UAE requiring attestation. Confirm the document route for your qualification, including any translation, rather than treating a stamped degree as a complete application file.
Which documents should you prepare?
Use the receiving authority's checklist for the selected category. The following is a preparation framework, not a substitute for case-specific requirements:
| Document | What to check before submission |
|---|---|
| Passport and existing residence records | Clear copies, matching identity details and validity |
| Employment contract and work permit | Employer, occupation and active employment status |
| Employer's salary certificate | Recent issue date and a clear compensation breakdown |
| Six months of bank statements | Identifiable salary credits and explanations for discrepancies |
| Degree and supporting academic documents | Required recognition, attestation and name consistency |
| Professional licence and insurance | Applicable practising authorisation and valid health cover |
For government, semi-government or free zone employment, confirm which employer-issued evidence is accepted. Explain a changed surname, employer name or payment description with supporting records instead of leaving the reviewer to infer the connection.
Where and how do you apply?
In Dubai, GDRFA lists digital channels and Amer service centres. Abu Dhabi's specialist guidance directs applicants to its nomination route through TAMM and also identifies ICP channels. Select the correct authority and category before assembling the final submission.
- Check eligibility against the occupation, salary, education and professional requirements.
- Confirm any academic recognition or preliminary approval needed.
- Prepare consistent documents and submit through the applicable channel.
- Respond to requests for clarification and retain the application reference.
- Complete the remaining residence and identity formalities as instructed after approval.
Submitting documents is not approval. Avoid cancelling an existing residence arrangement solely because a new application has been lodged; coordinate the required sequence with the responsible authority.
Does Golden Residence replace the need for a work permit?
Golden Residence provides long-term residence without a conventional sponsor, as explained by ICP's Golden Residency overview. It does not remove employment compliance requirements.
Article 6 of Cabinet Resolution No. 1 of 2022 specifically includes a work permit for Golden Visa holders employed by establishments registered with MoHRE. Free zone employees should confirm the relevant employment authorisation with their authority.
Family residence applications also need their own documents and processing. Include dependants in the planning discussion, but do not assume that approval of the main applicant automatically issues every family member's permit.
Common issues to resolve before submitting
A useful review of your Dubai Golden Visa documents should look beyond whether each file has been uploaded:
- A commercial job title differs from the registered occupation.
- The salary certificate and employment contract show different figures.
- Bank credits include reimbursements or irregular payments without explanation.
- A foreign degree is attested but the required recognition report is missing.
- A professional licence or insurance policy needs renewal.
These are checks to address, not a list of automatic rejection grounds. If you recently changed employer, received a raise or have an incomplete salary history, establish what evidence the receiving authority will accept before submitting.
Plan the costs and request an eligibility review
Ask for a breakdown covering government charges, any academic verification or recognition, attestation, translation, residence-related formalities and professional assistance. Identify which items are already completed and which are additional. A quoted service fee may not include every external cost.
Allow time for employer documents and academic checks as well as immigration processing. A published service estimate does not guarantee the completion date of the entire preparation and residence process.
Capitals28's UAE Golden Visa service can help organise an eligibility review and the application requirements. Bring your contract, salary breakdown, recent bank statements and degree details. Where employer records need coordination, our PRO Services can assist with the administrative preparation for a Golden Visa application.
